Before the Freedmen Bureau was established in 1865 contraband African- Americans were housed and fed at the discretion of Union Army military commanders. In January, 1864 Secretary of War Edmund Stanton decided the contraband women, children and elderly did not need full rations and cut their portions in half. An Original Civil War General Order issued by the Secretary of War at Washington, Jan 25, 1864 setting the ration allowance for adult colored persons & children including bacon or beef, corn meal, hominy, rye coffee, etc.

Each order, issued in writing by a command, was then printed for distribution to each unit, either at an army department headquarter or by commanders at local headquarters, sometimes in the field on portable printing presses.
